Currently the existing Causeway and the Long Bird Bridge are the sole road link between the parish of St. George's and the remainder of the Islands of Bermuda. The link was significantly damaged as a result of Fabian, a Category 3 hurricane in 2003. The Government of Bermuda, Ministry of Works and Engineering and Housing (MWEH) has commissioned a team of international consultants with specialized engineering expertise in bridge/transportation construction, to undertake a feasibility study that will make recommendations regarding a new crossing through the waters of Castle Harbor/Grotto Bay, Bermuda, and provide options for improvements to the existing Causeway and Long Bird Bridge.

Options for the new infrastructure system must take into consideration the socioeconomic impacts of the project, as well as provide safe passage for marine vessels, and the motoring, bicycle and pedestrian public; consider both current and future needs of this traffic; offer financial feasibility in both the long and short term; incorporate environmentally sensitive principals; and adhere to Bermudian aesthetic standards.
